Human Resource
Office of the Director Human Resources The Director oversees the Directorate of Human Resources and initiates, develops and implements Human Resource systems and processes in line with the Human Resources policy and consistent with the University Strategic plan. The Director also develops the Annual Development Budget and monitors the Utilisation of The Directorate resources in line with the financial regulations. The Directorate of Human Resources consists of divisions namely; Records and Information Division The Division is headed by a Manager and is in charge of developing, managing, updating and controlling the Human Resources Information System (HURIS) of the University in line with the Human Resources Policy as well as initiating, developing updating and implementing policies on the various Benefits Schemes in the University in line with the Human Resources Policy. Performance and Appraisal Division The Division is in charge of initiating, developing, implementing and updating performance management and control systems in line with the Human Resources Policy. The Division further: initiates the review and implementation of employee terms of service; and develops, implements and monitors staff performance control systems. The Division is headed by a Manager. Employment Division The Employment Manager provides headship of the Employment Division, which initiates, develops and updates management systems of recruitment, selection, placement, motion and discipline in line with the Human Resources policies. The Division also reviews, updates and recommends vacant positions for establishment in the University in line HR policies, as well as initiates, reviews and develops procedures for recruitment, confirmation, promotion and discipline in line with the Human Resources policies and procedures. The Division is also responsible for initiating, developing and maintaining a record of The Appointments Board decisions in line with the records management systems of the University, and providing secretarial services to the Appointments Board in line with University Council guidelines. Staff Development Division Headed by a Training and Development Manager, the Division coordinates the Staff Development function in line with the Training Policy and the University mission. The Division provides a needs assessment framework for workplace skills education, training and career development (and mentoring) at the University in line with the Staff Development Policy. It further identifies and develops priority areas for Academic training by means of a consultative process, and initiates resource mobilization strategies for staff development in line with the University financial regulations Benefits Section This section is headed by the Deputy University Secretary – Pensions and handles all matters relating to Terminal benefits as well as issues of Loans to Members of Staff by Financial Institutions. University ICT Services
Introduction Makerere University embarked on an ambitious project, with the support of external partners, to integrate information and communication technology (ICT) in all its functions as one of the critical elements of its strategic plan. Within the context of this plan, the vision of ICT is “University wide access to, and utilisation of Information and communication Technology to enhance the position of Makerere University as a centre of academic excellence and its contribution to the sustainable development of society.” In recognition of the global scarcity of ICT expertise, and to contain escalating costs that would result from multiple hiring of such expertise, DICTS was set up as a central service unit to provide expert services and guidance to all academic and administrative units of the University. Functions Policy support advocacy Secretariat and administrative arm of the Council ICT Committee Day to day ICT Policy and Master Plan interpretation for users Offering ICT awareness workshops to user units to facilitate understanding of the benefits of integrating ICT into all University function within the context of the ICT Policy and Master Plan. Recommending policy and policy objective adjustments to the ICT Steering Committee.
